I have heard some authors use "skinwalker" as a generic term for a werewolf who can choose the timing of their shifts. Maybe that was what was meant?

"Skin walkers" would be a generic term for all those that change shape. Another would be "shape-shifter", for example. That term is specifically used in Native American culture, mainly representing spirits that adopt different forms with the intention of trickery of some sort.
