LOS ANGELES - Mayor Antonio Villaraigosa on Tuesday signed one of the nation's toughest laws on pet sterilization, requiring most dogs and cats to be spayed or neutered by the time they are 4 months old.
The ordinance is aimed at reducing and eventually eliminating the thousands of euthanizations conducted in Los Angeles' animal shelters every year.
"We will, sooner rather than later, become a no-kill city and this is the greatest step in that direction," Councilman Tony Cardenas said as he held a kitten at a City Hall news conference.
The ordinance does exempt some animals, including those that have competed in shows or sporting competitions, guide dogs, animals used by police agencies and those belonging to professional breeders.
The average pet owner, however, must have their dog or cat spayed or neutered by the time it reaches 4 months of age (as late as 6 months with a letter from a veterinarian).
First-time offenders will receive information on subsidized sterilization services and be given an additional 60 days. If they still fail to comply they could be fined $100 and ordered to serve eight hours of community service. A subsequent offense could result in a $500 fine or 40 hours of community service.
Many states require animals adopted from shelters to be sterilized, and New York City requires the same for animals bought from pet shops, but restrictions such as Los Angeles' are rare. A 2006 Rhode Island law requires most cats to be sterilized.
A measure similar to Los Angeles' passed the California Assembly last year but did not gain state Senate support.
Los Angeles animal shelters took in 50,000 cats and dogs last year and euthanized approximately 15,000 at a cost of $2 million, according to city officials.
Bob Barker, the retired game-show host who famously ended every "Price is Right" show with a call for sterilizing pets, pushed for the law's adoption and was among those at Tuesday's news conference.
"The next time that you hear me say, 'Help control the pet population, have your pet spayed or neutered,' I can add, 'It's the law in Los Angeles,'" a jubilant Barker said.

I think this is a great idea. It reduces the amount unwanted pets roaming the streets and being killed in the shelters. I support this bill.

I think it's about time it's sad we have to force people to be good sound pet owners! It's not hurting the animal, they are asleep through the entire process and feel nothing except groggy later (a lot less pain then lets say,... given birth :) ) If sterilizing an animal means one less animal will be put to death, then I don't see how it is a bad thing but a great thing!

Hmph, is it more cruel to cut off dog balls, or to euthenize thousands of puppies because no one wants them? Personally I don't see spaying/neutering as cruel but more as a necessary procedure. I'd personally feel relieved if I didn't have to have any more periods...
I fully support this legal action and I hope it's only a matter of time before more and more cities take on these laws.

I think if kids had a stronger family back ground and morals they would be less likely to go out and get pregnant. The problem these days is that parents are too busy working and letting TV school their kids that their kids seem to do what ever they want. I would think I would never get an abortion but you never know how you will feel in certain situations but I do know I have no right to tell someone else what they can do with their body

I believe that there are in fact certain circumstances where abortion is okay. I'm not one of those crazy staunch pro-lifers. I'm a more realistic pro-lifer. I do agree with you that children aren't being raised properly and the pregnancy rates are increasing because of it.
I'm just grateful that my parents raised my sister and me well.

anyway, to be more serious...not sure i like the idea of mandatory sterilization after four months.
now i would agree that if a person's dog or cat ends up in the pound then they are subject to sterilization before return to their owners, since the owners showed less-than-complete responsibility in the first place or the animal would not have gotten lost.
still, i can understand WHY los angeles might do this. not just the basic idea of control pet population but also attempt to reduce the number of feral pets that may be roaming around loose now and the disease and other hazards they pose as well as the expense of maintaining animal shelters and animal control programs.

This. out of every 40 people on my caseload last summer, the majority of them were decent people who were classified sex offenders for stupid shit like urination in public when they got drunk or having sex with a 16 year old who told them they were 18. Castration for that is cruel and unusual punishment.

not enough common sense is used by some investigators, court officials, etc. in applying the sex offender registration regulation.
so you have people labelled in the official records as sex offenders for that kind of drunken stupidity.
it would be the same as using any charge more severe than "public disturbance" or "vandalism" or "public drunkeness" against the twits up here who got caught peeing on the war memorial in ottawa during one canada day celebration in the downtown.
the fact that the incident got reported in newspapers and these guys got the joy of seeing their names in print, to the shame of their families, and then had to go and explain to the judge later why they did what they did proved punishment enough for them. that along with a basic fine and community service term.
anything worse, even a weekend in jail, would have been like using a hammer to kill a mosquito.

okay, my ultra-radical/reactionary side has decided to speak up...
rapists and child molesters (whatever gender) get one bullet to the temple.
other sexual predators decide on case-by-case basis (yeah, i will volunteer to do the dirty work...i am hardened enough about this after my past court coverage of sex cases in my own communities) with corporal punishment to be determined (plus immediate financial compensation for the victims and, trust me, BANKRUPTCY DECLARATIONS AIN'T GONNA HOLD WATER!).
other sexual offenders of a lesser nature also decided on case-by-case basis with property confiscation and/or fines common results and, bet on it, there are going to be a lot of "public humiliation" orders here too.
i have found public shaming to be a more effective deterrent for many to prevent repeat incidents and also discourage potential first-time offenders. certainly didn't see as many people showing up in court in revelstoke for petty stuff or even impaired charges once folks clued in that i did attend the weekly provincial and the monthly or bimonthly supreme court sessions in town and i would report on the guilty cases And Name Names!
even, i am happy to say, made an enemy of one guy who didn't like having his name show up in the court reports. but he soon started cleaning his act up when he couldn't bully me into either printing an apology or a "correction/retraction" like he wanted.
ah, those were my glory days as a journalist. the scourge of evildoers everywhere.

Man if a woman wants to objectify herself to get money, I am fine with that but there seriously is better ways then getting drunk and all kinds of sexually "assualted" on camera. Whatever they pay and/or offer seriously cannot be worth the hangover and long lasting humilation those tacky pits of video provide.

Back in Missouri, my hometown :) , if you didn't stop on the side of the road and take a leak -THEN there was something wrong with you. I however live in the big city now, and thus refrain from enjoying outside peeing. :(
