It's "el chupacabra" meaning "absorber of goats" in spanish (direct translation: "it absorbs goats". About some creature that attacks goats.
Some stories claim it is like a werewolf: a person changes into it from man to "goat" in this case.

El Chupacabra
What is it?
The Chupacabra is a creature that lives in South & Central America. It has been sighted world wide, but it has mostly been sighted in those areas. It apparently can fly. It drinks blood (although not human blood). It is famous for having killed several goats. This is where it derives it name from. Chupacabra means goat sucker in spanish. Many say that it will rise in popularity to become even more popular then The Loch Ness Monster. It has been sighted many times, but never captured. http://www.cralcrusade.50g. com/chupacabra.html

I find monstrous.com to have unreliable facts on certain creatures.
Anyway this is the piece I wrote for my site on the ChupaCabra.
The Chupucabra is commonly described by witnesses as a kangaroo like entity with fangs and bulging red eyes, under 4ft in height. With two powerfull hind legs it can leap large distances. The term 'Chupacabra' is translated from Spanish as 'goat sucker'. Since March 1995 there have been frequent sightings and reported live stock killings where Chupucabra has been the suspect. Most Chupacabra reports come from Puerto Rico, but Mexico and several US states have also had their incidents.
For some, the Chupacabra is a creature that is currently rampaging through the islands, relieving farm animals of their blood. As of yet, the Chupacabra, which translates into "goat-sucker", has not attacked humans, although no one can say for certain that this will not happen in the future. The origin of its name comes from its earliest attacks, where goats were found with their blood drained and with two peculiar puncture marks on their necks. There have been reports alleging that particular organs were missing from some of the victim's bodies, without any visible way for those organs to have been removed. Sightings have increased as the months go by, fueling paranoia and fear.
Speculation has placed the Chupacabra as a resident of another galaxy, or a half-man, half-beast vampire who roams the countryside terrorizing farm animals. Others say that the Chupacabra hops like a kangaroo and leaves a sulfur-like stench. Still others say that the Chupacabra is a panther-like creature with red eyes and a long snake-like tongue.

There was also something on The Learning Channel about the chupacabra. I saw it maybe three months ago (?) on a show called Mysterious World, and it was very interesting. The Learning Channel/Discovery Channel website has a few pages devoted to the creature: TLC on the Chupacabra (http://tlc.discovery.com/convergence/chupacabra/chupacabra.html).

Redwolf is right. Just about every culture on earth has werewolf myths. It is a trait of nearly every society that has ever come into contact with wolves (excepting maybe the Celts), and is even a legend in some lands that do not have actual wolves.
Of course... the logical Occam's Razor conclusion is that wolves remind mankind of himself. I would expect it has something to do with the way that they communicate similarly (mostly through body language, expression, and mood), and the ways that they have similar social structure to man's (or at least, how man's social structure once was).
Of course, the far out hippie answer is that the legends must be true, due largely to such great corroboration. But I think I'm going to side with Jung on this one.
